[applause] help is on the way for a short staffed bay area police department. new information on the victim of a deadly incident on a bay area freeway this morning. a rock slide that impacted part of the bay area's morning commute ahead at noon.

is ktvu channel 2 news at noon. >> help is on the way. an effort to make the votes of oakland safer, it is the top story. good afternoon, i am tori campbell. the oakland police department graduate its first academy of police officers in 4 years today, brian flores is live in oakland to explain how this may make the streets safer. good afternoon. >> reporter: good afternoon, the goal certainly is to make the streets safer in oakland. as you mentioned the first graduating class since november of 2008, not only a big day for them but also for the families who have sacrificed so much. this is the city's 166th police academy class, 38 officers graduated today, including two from vallejo, the class marks the first of many things, for one the first class under police chief howard jordan and mayor jean kwan and the first diverse class in its history,

out of the graduating class 11 different language including those. the chief says it marks a turning point for them and this new class is meant to do that, and he hopes that. he does say this class has boosted the department's morale. >> for the last six months the president of this academy has done that he has given us a sense of hope, pride and honor to see the transformation from september to now with your class. >> this academy is the first of three planned for this year, the city hopes to bring back the numbers of officers needed to keep the city safe and also is the first time it will be part of his plan to do that. we spoke with family members of the graduates who say they are nervous but excited for them. >> he has been a cadet for a

few years so i mean it is so surreal now that okay, he is a police officer. >> chief jordan says in order for his plans to work he would need close to a thousand officers and so far there are just above 600, but another class is scheduled and there will be an additional 56 officers. >> criminal charges will not be filed against the driver who hit a 14-year-old girl with his truck last november and killed her. investigators say she was riding her bike to school when the accident happened. they say the teen should have yielded to the pickup truck in front of her as it slowed down to turn, instead she attempted to make the same turn, hit the vehicle and was run over. her family disagrees with it and are launching their own investigation.

two problems for the morning commute, one in the north bay and one in the south bay. there was a accident when a pedestrian was struck and killed on 280 at 3:00 this morning on 280 when the victim was discovered. janine de la vega joins us live to explain what happened and with new information. good afternoon. >> reporter: good afternoon. i just spoke with the chp. they say since this accident happened they have not received a single tip on this hit-and- run. the coroner's office released her identity and she is 39-year- old amanda vente. we looked in the white pages and saw a woman by that name and the same age lived 5 blocks from where she was hit. we have been unable to get ahold of her family just yet. now the chp says at 3:15 this morning a driver in he in the

southbound lanes there stopped and called 911 when they saw a body, others stopped to prevent it from being run over. several lanes of the freeway and the ramps were closed for the commute so they could investigate. c ph says no unknown reasons she was walking on the freeway and hit by a car that sped off. the chp says the vehicle most likely has damage. >> we don't have leads, we don't know if someone hit them and thought maybe they hit a dog or a deer. anything is possible at this point. we hope that someone comes forward and tells us you know i hit something in the roadway and we can investigate this properly. >> reporter: traffic was backed up for hours on 280 because a hazardous materials crew had to be called in to clean up the gruesome scene. cal trans and the chp opened up all lanes and the ramps before 10:00 this morning. the chp says none of the

witnesses who stopped actually saw the accident so they need the public's help. they are asking anybody who might have any information to call 1-800-tell-chp, live from san jose, janine de la vega in. >> the north bay this morning commuters traveling from sausalito to the golden gate bridge faced an unusual road block, large rocks one measuring three to 4 feet wide rolled down a hill there forcing the closure of the highway. it happened before 5:00 a.m. near the waldo tunnel. a man suffered injured, the boulders blocked lanes until 6:45 when they were cleared. the hillside was deemed secure and all lanes re-opened. transport transportation officials voted to approve a speed limit increase there to change it from 15 miles per hour to 25 miles per hour, the

increase will not go into effect march 27th. next week is when the conversion to all electronic tolling takes place at the bridge. flying in and out of some airports could soon be more challenging due to budget cuts. tara moriarty is live at the airport south of sfo with what the cuts could mean there. good afternoon. >> reporter: good afternoon, the tower you see behind me could become a thing of the past, air-traffic controllers as well as pilots on stand by waiting to hear if it will get shut down. take offs like this could be more challenging for pilots without an extra set of eyes at the tower especially in bad weather. federal budget cuts are forcing the faa to close 240 air- traffic control towers across the country. the towers slated to close are at smaller airports, some say it increases safety and reduces the risk of accidents but all

pilots are trained to land without help by communicating among themselves on a common radio frequency. >> it means the pilots are more responsible for maintaining separation amongst themselves. >> like a 4 way stop sign it workers great as long as everyone follows the rules. >> at the diner we caught up with pilots monitoring it waiting for word. they say it is always nice to have more eyes on take offs and landings. >> the more the merrier, but the person flying is the person in command and their decision is final. >> 5 towers are being considered here, this one in san carlos, others in concord, livermore, napa and santa rosa, the feeling here is that this airport is close to sfo and it sees a high volume of traffic so they believe it will be spared. the faa is supposed to come out

a parolee who may be connected to the killing of colorado's state prison chief has died, evan ebel had been on life support after he was wounded yesterday in a high speed chase and shootout with police in texas. investigators are trying to figure out if he is linked to tuesday's killing of the corrections department head, tom clemmons, he is also a suspect in the shooting death of a pizza delivery man in colorado. authorities say he is a former colorado inmate who was part of a white supremist prison gang. in four days the supreme

through august. it will close on the second monday in september because the labor day holiday falls on the first monday. anyone who has business scheduled for those days will be contacted by the courts. today is the last day of the president's 4 day tour of the middle east. he wrapped up the trip with a final stop in jordan. the president arrived in amman after a three day visit to israel where he pledged the united states unwavering support for that country, while also saying palestinians deserve an independent and sovereign state. in jordan the president's meeting with the king will focus on the civil war in syria. after spending the day there the president will return to the united states. >> i think what we saw in the visit of the president here in israel was a reaffirmation of the very special and unique partnership that israel and the united states share. we are friends. we are allies. >> earlier in the day mr. obama

had lunch with israeli prime minister benjamin netanyahu and paid tribute to holocaust victims at a memorial in tel aviv. san francisco police are looking for a man who attacked a teen girl and her mother on a bus. it happened last weekend on the 14 mission bus there. police say the man pushed his way through the crowded aisle, when the girl shoved him back and yelled at him, that led to a confrontation in which he punched her and started to strangle her, her mother tried to stop it but was punched before he got off the bus and while this was going on a second man stole the mother's purse. livermore police hope a newly released photo will help them find a man who held up a bank yesterday. police say this man robbed a citibank branch there yesterday at 1:30 p.m. the man indicated he had a gun.

he got away with cash. witnesses describe him as a white man between 25 and 30 years old. 5'10" with a heavy build. anyone with information is asked to call police. police are now providing new information about a service dog stolen while its owner was sleeping on a bart train. bart police now believe archie may have been taken off a train in the east bay. we spoke to investigators a couple of hours ago. they say the dog owner karen had been drinking and got on the wrong train. she intended to go to san bruno but ended up on another train. she fell asleep and when she woke up, her service dog, in a pet carrier was gone. archie helped her cope with the anxiety she had since being in a plane crash when she was a child. >> before i would have to take medication to fly or do things

11%. that is hitting a record after the company's surprised wall street with a surge in quarterly profits, tiffani rose after its earnings beat predictions thanks to strong demand from asia, the dow is up 66 at 14,488. the nasdaq is up 16, s&p is up seven. a glimmer of hope for cypress that has until monday to raise billions of euros to get an international bailout. now russia says it will help out the island nation in the mediterranean but only if the european union approves the plan. the money from moscow would not be a loan since that would increase cypress' debt burden, which the european union would frown upon. statewide unemployment rates released today show some bay area counties actually losing ground. the state employment development department numbers show solano and san francisco

counties both saw their jobless numbers tick up. even marin county, which has the lowest rate in the state, saw its unemployment rate increase slightly to 5.8%. statewide the jobless rate remained unchanged at 9.8%. classic crooner tony bennett and lady gaga are planning on recording an album today. the 86-year-old said in an interview yesterday he and lady gaga will record a big swing album. the two collaborated on the lady is a tramp from his grammy winning duet's two album and called the 26-year-old a wonderful person and a great talent. it is a battle of preservation versus public access for yosemite national park, last night people packed into a meeting to hear proposals of how to change the visitor facilities. this comes after a judge ordered the national park service to create a plan to

protect an 81 mile stretch of  the merced river. all five proposals include eliminating commercial, bike, horse and raft rentals, the curry village ice rink, the pools and the art activity center. >> we looked at trying to find activities we could tone down in terms of the commercial aspect. >> the park service says people will still be able to bring their own recreation equipment. the five proposals include changes to lodging. the park staff plans to make a decision by the fall. yosemite is one of the national parks looking for ways to deal with budget or sequester cuts that went into effect earlier this month. right now the park service is considering options to cope with the loss of 130 million dollars from its budget. yellowstone park has already announced a delayed spring opening and other parks say their campgrounds might not open this summer.

tomorrow the sea otters return to their two story home at the monterrey aquarium. the exhibit has thrilled 50 million visitors. now otter fans can learn more about the furry mammals including how the aquarium rescues and rehabilitates otters, which are on the brink of distinction and they will be able to try out the otter spotter station, where they can watch wild otters. a new bleed investor has emerged in sacramento's last minute campaign to save the pro basketball franchise, the bee reports silicon valley software tycoon will lead the drive to build the new arena for the kings in sacramento, however time is running out for those trying to stop them from moving to seattle. sacramento has to make its pitch to a panel of nba owners in less than two weeks. as you heard earlier the
